Welcome to the Blutter Community! These Community Guidelines ("Guidelines") establish the standards of behavior, content, and interaction expected from all members of our platform. Our goal is to create safe, respectful, and enjoyable environment — where Creators and Subscribers can connect meaningfully.

These Guidelines apply to all users of the Platform, including:

  • Creators — Content creators, influencers, artists, celebrities, and public figures
  • Subscribers — Fans and followers who subscribe to Creator profiles
  • Visitors — Anyone browsing the Platform

By using Blutter, you agree to follow these Guidelines. Violations may result in content removal, account suspension, or permanent ban, and may be reported to law enforcement authorities where applicable.

These Guidelines are established in compliance with:

  • The Information Technology Act, 2000
  • The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021

Creators have a heightened responsibility as public figures on the Platform. You are expected to:

  • Create content that complies with all policies
  • Interact professionally with Subscribers
  • Not exploit your influence to harm others
  • Report violations by Subscribers

3.2 Subscribers

Subscribers are expected to:

  • Engage respectfully with Creators and other users
  • Not harass, stalk, or abuse Creators
  • Respect Creator boundaries and content restrictions
  • Not redistribute or misuse Creator content
  • Report violations by Creators or other users

3.3 All Users

Everyone on the Platform must:

  • Follow these Guidelines at all times
  • Comply with Indian laws and regulations
  • Use the Platform only for its intended purposes
  • Not engage in any prohibited activities
  • Cooperate with Platform investigations

4. Content Policy

4.1 Permitted Content

The following types of content are welcome on Blutter:

Entertainment — Comedy, music, dance, performances, vlogs, behind-the-scenes

Lifestyle — Fashion, beauty, fitness, travel, food, daily life

Educational — Tutorials, tips, advice, skill-sharing, knowledge content

Motivational — Inspirational content, personal stories, self-improvement

Interactive — Q&A sessions, polls, AMAs, fan interactions

Creative — Art, photography, writing, digital creations

Professional — Business advice, career guidance, industry insights

Personal Updates — Life updates, announcements, personal milestones

4.2 Content Standards

All content must meet these standards:

Originality — Content must be original or properly licensed/credited

Accuracy — Claims and statements should be truthful and not misleading

Quality — Content should meet basic quality standards (clarity, coherence)

Relevance — Content should be relevant to the Creator's profile and audience

Compliance — Content must comply with all applicable laws

5. Prohibited Content

strictly prohibited — on the Platform. Posting such content will result in immediate removal and may lead to account termination and legal action.

5.1 Sexual And Adult Content

Sexually Suggestive Content Involving Minors — Any sexual or suggestive content depicting or involving persons under 18

Note: — Blutter is NOT an adult content platform. We maintain a strict policy against any form of sexual or pornographic content.

5.2 Child Safety Violations

Child Exploitation — Content that exploits, abuses, or endangers children

Grooming — Content or behavior aimed at befriending minors for exploitation

Inappropriate Content Involving Minors — Any content that sexualizes, objectifies, or endangers minors

Sharing Minor's Personal Information — Doxxing or exposing personal details of minors

Our Commitment: — We have ZERO TOLERANCE for child exploitation. All such content will be immediately removed, reported to NCMEC (National Center for Missing & Exploited Children), Indian Cyber Crime authorities, and relevant law enforcement. Violators will be permanently banned and prosecuted.

5.3 Violence And Dangerous Content

5.4 Hate Speech And Discrimination

5.10 Privacy Violations

6. Harassment Policy

6.1 Our Commitment

ZERO TOLERANCE — for harassment. We are committed to maintaining a safe environment where all users can interact without fear of harassment, abuse, or intimidation.

6.2 What Constitutes Harassment

Verbal Harassment — Insults, name-calling, degrading comments, slurs

Sexual Harassment — Unwanted sexual comments, advances, requests for sexual content

Threats — Threats of violence, harm, doxxing, or other negative consequences

Stalking — Repeatedly contacting someone who has asked to be left alone

Intimidation — Behavior designed to frighten or coerce

Bullying — Repeated harmful behavior targeting an individual

Pile-ons — Coordinated attacks by multiple users

Doxxing — Sharing private information to enable harassment

Impersonation — Creating fake accounts to harass or defame

Revenge Actions — Sharing intimate content or private information to harm

6.3 Harassment Across Platforms

We may take action for harassment that:

  • Occurs on our Platform
  • Originates on our Platform but continues elsewhere
  • Originates elsewhere but is brought to our Platform
  • Targets our users and is reported to us with evidence

6.4 Harassment Of Creators

Subscribers must respect Creator boundaries:

Boundary Violations — Ignoring Creator's stated boundaries or rules

Entitlement — Demanding responses or content beyond what is offered

6.5 Harassment By Creators

Creators must treat Subscribers professionally:

Repeated Minor Offenses — Temporary suspension (7-30 days)

Serious Harassment — Immediate suspension pending investigation

Severe Harassment — Permanent ban + Report to authorities

Criminal Harassment — Permanent ban + FIR/Police report + Cooperation with investigation

6.7 Reporting Harassment

If you experience harassment:

  1. Block the User — Use the block feature to stop further contact
  2. Report the User — Use the in-app report function
  3. Document Everything — Take screenshots with timestamps

Note: — Severe violations may result in immediate permanent ban without prior strikes.

Strike Reset: — Strikes expire after 12 months of good standing.

10.5 Creator-Specific Enforcement

Creators face additional consequences:

Content violations — Removal from discovery, reduced visibility

Service delivery failures — Mandatory refunds, reduced platform fee share

Repeated complaints — Account review, potential termination

Financial violations — Earnings hold, payout suspension

Serious misconduct — Permanent ban, forfeiture of pending earnings

10.6 Factors Considered In Enforcement

When determining enforcement action, we consider:

Severity — How serious is the violation?

Intent — Was it intentional or accidental?

History — Previous violations or good standing?

Impact — How many people were affected?

Context — Any mitigating circumstances?

Cooperation — User's response to investigation?

Remorse — Acknowledgment and corrective action?

11. Reporting Violations

11.4 Anonymous Reporting

  • You may report anonymously through the in-app report feature
  • Anonymous reporters cannot receive follow-up or outcome notification
  • Your identity is protected from the reported user in all cases

Repeated false reports — Warning, then feature restriction

Malicious false reporting — Account suspension or termination

False reports as harassment — Treated as harassment violation

12. Appeals Process
