Child Safety Standards
Blutter (the Blutter app on Google Play and the App Store, and blutter.app) is a live voice, video and chat app for adults. We have zero tolerance for child sexual abuse and exploitation (CSAE) in any form. These standards apply to everyone who uses Blutter: members, creators, agencies, our own team and our AI companions.
Last updated 6 October 2026.
1. Adults only
- Blutter is for people aged 18 and over. Nobody under 18 may create an account, appear in a call, a story or a chat, or be shown on the app.
- Every creator submits a government identity document and a live selfie before they can take calls. Our team reviews each application by hand and rejects anyone we cannot confirm is an adult.
- An account we believe belongs to a minor is removed as soon as we become aware of it.
2. What is prohibited
The following are banned on Blutter without exception, and lead to immediate permanent removal:
- Child sexual abuse material (CSAM): any image, video, audio, text or AI-generated content that sexualises a minor.
- Grooming: contacting, befriending or building trust with a minor for a sexual purpose, on or off the app.
- Sextortion: threatening or blackmailing anyone with intimate content.
- Trafficking or advertising a minor for sex, and any sexualised description of or role-play as a minor, including by an AI companion.
- Sharing, requesting or linking to any of the above, anywhere on Blutter.
3. How we detect and act
- Every profile photo, gallery image, story and video a creator uploads is reviewed by our moderation team before it is shown.
- Members can report any profile, call, chat message or story from inside the app, and can block anyone at any time.
- Reports about child safety are handled first, ahead of every other queue. We aim to act on them within 24 hours.
- When we find CSAE we remove the content, permanently ban every account involved, preserve the evidence, and report it to the authorities (see section 5).
- Our AI companions carry fixed guardrails that refuse any sexual content and any role-play involving a minor, and they state that they are an AI when asked.
4. How to report
- In the app: Settings → Report a safety concern, which needs no profile open, with “Child safety concern (a minor is involved)” as the first reason; or open any profile, chat or story and tap Report. Reports are confidential and come back with a reference number.
- By email: connect@blutter.app. Please include the Blutter unique ID of the account and a description of what you saw. Do not forward the material itself.
- If a child is in immediate danger, contact your local police. In India, call 1098 (Childline) or report online at cybercrime.gov.in.
5. Compliance with the law
Blutter complies with the laws that apply to child safety wherever it operates, including the Protection of Children from Sexual Offences Act (POCSO) and the Information Technology Act and its intermediary rules in India. We report confirmed CSAM to the relevant authorities, including India’s National Cyber Crime Reporting Portal and, where applicable, the National Center for Missing & Exploited Children (NCMEC), and we cooperate with lawful requests from law enforcement.
6. Child safety point of contact
Our designated child safety contact is reachable at connect@blutter.app. This contact is able to discuss Blutter’s CSAE prevention practices and our compliance with these standards, and with the child safety policies of Google Play and the Apple App Store.
